As the Housing Development Administration while carrying out the preparations for the Habitat II Conference we have tried this international gathering to leave lasting benefits in Turkey This effort can be seen in many areas from the construction of conference halls to the establishment of an institution after Habitat II responsible to do a follow up of the decisions taken at the meetings We are pleased to have been the intermediary in the realization of the project on building a data bank on Non Governmental Organizations in Turkey undertaken by the UNDP and the History Foundation on occasion of the Habitat and that a beginning have been marked The transformation of this project which initially started off merely as a one year long effort into a permanent capacity stands before us as a major challenge As the UNDP we will strive to the best of our ability within the possibilities UNDP has to offer for the realization of this common goal 1 invite other national and international institutions to support the institutionalization of this important capacity Paul van Hanswijck de Jonge UNDP Resident Representative in Turkey Preface

İt is a well known fact that throughout human History communuties have met a large number of their Requierements by means of sel organization İn Modern Societies too besides representative administrative structures non govermental organization NGO whose aim is to shoulder certain social responsabilities voluntarily are gradually recording a visible growth The Primary condition for NGO S to fulfill their functions adequately to conduct their activities successfully and to maintain democratic relation regardless of their views and spheres of interest is their recognition by each other and by the public
